When do I use bootstrap review?
Use bootstrap review when you want to audit a repo against the canonical bootstrap contract without claiming missing work was completed.
This is the canonical bootstrap contract run in review mode.
If review finds gaps, the next remediation pass should use bootstrap update against the same contract.
